Adobe Premiere Elements 7-Subtitle Feature

I’m on a quest to see if there is a subtitle feature within Adobe Premiere Elements 7. There is a DVD subtitle editor which will allow edits of the VOD and SUP files. I know VOD files are the ones created for DVD movies but since I’m still a newbie at video editing I’m not entirely certain of what SUP files are. It states “…DVDSubEdit works with vob files or sup files (created for example by PgcDemux, or VobEdit) and does not require any demuxing/remuxing (it works directly inside the VOB files, and processing is quasi instantaneous)…”

However, I don’t wish to extract DVD movies but would rather edit a MOV or MPEG4 or AVI file from within Premiere Elements 7. I will post the answer shortly. My understanding after reading some forum posts is the Adobe Encore allows “true” subtitling and caption effects. What I mean by “true” subtitling is that this feature can be enabled or disabled from within a playback mode for Windows Media Player. For my purposes I’m not worried about this type of feature and closed captioning is not my main goal.
